Well if you're really looking I think they make a shot that you can take to get rid of most allergies. At least I've been told because my ex had the same situation, the animals drove my allergies nuts and shed always spout on about this shot that would fix it. Communication is one of, if not the most, important aspects of a relationship. Telling someone what you need and what you want to experience is really far away from “settling for less” than you “deserve”. It's actually a really important thing to do, to ease conflict and place you both on the same page.
If his response to you bringing things up is that “he's done all that before”, I would have an open conversation with him about that. It's absolutely not ok for him to brush off things like being flirtations with you because he already has in the past. I would talk to him about consistency and the impact it's having.
But, you also need to work out what you're doing to improve romance in your relationship and where things could be changed to help. For example, you could decide to set date nights, or to ask to do specific things.

This is not exactly true. Maybe I’ll get downvoted, but my husband and I use pull out method every day of the month except during my fertile window. 5-6 day period of time. We jokingly call it the “danger zone” lol. During that time, we use condoms.
No problems at all for us. 5 years of the same method.
