Yes you should bring this up with her. You can do whatever you want but I don't tolerate someone being more than 15-20 minutes late, and that's only if they text or call and tell me they're running late. I wait for 10-15 minutes and then I leave or order or watch the movie or whatever the plan was by myself. It it's a date and this happens more than a couple of times I don't date them anymore (back when I was dating – I'm married now and my spouse is never late). I'm busy and value my time.
Apologizing means you are sorry and you will do better. Someone that apologizes and does the same thing over and over is just appeasing you with a meaningless word.
