There’s two things here which are honestly incredibly contradictory.
First, we can all logically understand your concern. He’s uneducated, but more importantly isn’t doing anything about it. Is he working now? Regardless, you’re absolutely right to be frustrated by him making zero effort to get into civil service. That makes his words meaningless and no one would fault you for leaving him because of it.
The second thing though changes my focus. You’re not any less wrong about him. That’s fine. But the fact that your expectation is to be completely supported by him when you have children becomes ridiculous because it makes your mention of your education and pursuit of being a PA (and being in the military – legitimately thank you for your service) irrelevant.
Why? Because if you plan to stop working, why bother even becoming a PA? While I fully advise you to continue down that path, your goals make it a waste of time.
Have you discussed that with him? If so, why are you still together? If not, that’s a monumental problem on its own because you’re continuing a relationship where you have no idea if you’re on the same page (you’ll have to let us know).
As for your question, it wouldn’t be unfair to want a partner who has goals and has a career. Pursuing higher education? I guess it depends on what that means but pursuing law enforcement/firefighting I wouldn’t consider “higher education” and I only bring it up not being sure if you consider that part of it. To be clear, my entire family is in law enforcement so I’m not here knocking it.
