I think you two should wait at least a bit longer. He may come around. But you cannot hold him to that “we agreed on 2 children” thing you had before. You almost dying is reason enough for him not wanting to have another.
I'd say give it another year or so and he may come around. Siblings are important, I love my 3 siblings a lot and if I had kids I'd want 2 also for the same reason, but if my GF almost died during birth that trauma would probably make me rethink things.
