I do think it probably is anxiety. She's a very anxious and self conscious person in other areas of her life. Right now, I think my plan is to see whether it is an anxiety thing, and if it is, I'll let her know I'm going to wait for her to make the first move once she is ready. I really don't like the idea of putting her in a situation where she is made to make the first move, but as long as I let her know to take her time I think that's going to best.

I'm so sorry but this isn't friendship. Friends with an ex is possible but it means fully closing those relationship doors and giving each other the time and space to do that. Then you can be pals who chat about shared interests and support each other and are happy to see the other move on and find a new relationship that fits better. It's super possible! But what you describe is not friendship and you don't need that in your life. Best of luck โค๏ธ
