To me, the bottom line is that it's not a marital asset. OP is asking her to comingle her inheritance (which is something I would never expect a partner to do unless we were using the money for immediate needs). That means if she and OP divorce, the $20k in her stepdaughter's account would stay with the stepdaughter (and OP). If you consider that the wife doesn't have any legal custody or rights or obligations to the stepdaughter, putting that kind of money in an account for the stepdaughter isn't appropriate.
In the end, wife's children lose $20k toward their education and OP gets free money for his daughter.
That's not equitable. OP and his ex can save for their daughter's college if they so choose. She has two parents and four grandparents of her own for a chance at an inheritance.
