Somewhere between these two extremes we have people who agree that the time to reply serves as a test of how much you care, and yet these people often disagree with each other over what response time is good enough to pass the test. It'd be all the more ironic if you and he are both in this category – agreeing on the principle, only at odds on the particulars.
Why not just ask him what HE considers a reasonable rule, then strike a compromise bargain? You'll both need time to adapt to a response time agreement that doesn't match your natural feeling about it, but eventually you'll get so habituated to it that you'll look back and laugh that this got to be such an issue.
