BF is right that people develop crushes all the time, but when you have a crush on someone in a committed relationship it’s up to you to get over it. The most appropriate way to do that is space.
BF needs to shut her down and not be around her for a while. If she wants to apologize to each of you (you both deserve separate apologies) great but her being welcome at social gatherings hosted by you will still be decided by your level of comfort.

I personally side with your fiancee; I could never validate that expense for a one-day thing, especially while knowing there are less-expensive options —my cousin had a normal-sized? (maybe 50-75ish people) wedding, but instead of a church and a hotel and a DJ and all of that, she rented the local botanic gardens in the off-season, and had the after-party at her and her now-husband's then-favorite bar (where they often had date nights). They had to keep their wedding on a budget as they had to save to move countries within a month. It was the BEST! wedding I've ever been to, and the total cost was about $3k. I think I spent $50-ish on making her decor, and her dress was about $600. And let me say– it didn't look nor feel cheap, either. There were super fancy hor devours at the venue and free champagne toasts & bar food at the party, after (though no open bar). Her cake was from a local bakery, and there was even a groom's cake.
I'm sure your fiancee wouldn't mind doing something that cost less to include everyone, without jeopardizing what might be a significant chunk of cash to save up for y'all.
