I have a feeling that he has taken your initial anxiety as a cautionary thing with him into the relationship hence his now view that if he initiates he is somehow “forcing you”.
I think that this is going to be one of those things that may just take some time for him to get used to it with you. It's a difficult mindset to get over and as a guy, it does play on you – especially around the whole thing about “respect”.
As guys we are told continuously that we are to disregard things like revealing clothes, being touchy, etc because women are allowed to be who they wish to be and act the way they want, but that these are not meant to be seen as somehow being a lead on. I know it sounds weird – you are in a LT relationship after all – but that is what is at the top of his mind.
He quite literally doesn't want to be seen (or to even feel himself) that he is in any way forcing it on you. That includes initiating which some people see as being “forcing sex on their partner”.
