The kids will never have access to the college fund themselves. The people who opened the account would take the money out and use it to pay for educational purposes. Inheritance and everyday things aren’t the same. It makes no sense that the girl who had no relationship with the FIL would receive anything from what he left. It would be the same if OP’s kid’s grandparents died and that money went to just his bio kids accounts. It’s not like the girl had a relationship with the FIL or even met him.

nope, not true. I was a social worker. I've seen the consequences of verbal, psychological and emotional abuse. Not true AT ALL.
