Yeah, I'm with you. I think she probably wasn't all that attracted to him but wanted to give him a fair shot to see if the attraction would build. It obviously didn't. I don't think there's much OP could have done differently here.
OP sounds a lot like me and I dated girls like that when I was single in my early 30s. In hindsight, I wish I wasn't so hurt by these situations. You don't want to be with someone that isn't attracted to you. I eventually found a woman that was obviously physically attracted to me from the jump and it's so much better than those dates where you can feel that they're trying to talk themselves into being touched by you.
