In the UK children like this would be classed as a CSE (Child Sexual Exploitation) risk and it would be a crime not to report what you've found to the police so that they can protect the child and provide the family with support.
I used to work for a childrens home which would take in these children that had basically done what your sister is doing, had been confronted and then acted out (which I'm guessing is what you're affraid of). Let me tell you the longer you do nothing, the worse it is for the child.
Children who are exposed to over sexualisation too soon develop a complex about sex and control and it damages them for a long time.
Please do make sure you do something, if your sister is afraid of how your parents would react similarly to you, if she doesn't listen to you I would use that as leverage.

Why should your husband do something for you on Mothers Day? Because you carried and birthed his child that’s why. I can’t stand men who act this way, it really pisses me off. I’ve read through all your replies and all you wanted was a “Happy Mothers Day” and an hour to do some self care on a day that’s meant to be about showing love and appreciation to Mothers. And what he wanted was you to jump to attention and do what he wanted when he wanted it done. I would of called him a dick too and told him to fuck all the way off. The insurance could wait until after you were done doing your thing. It wasn’t urgent and him being defensive and shitty was completely uncalled for. I’ve got a nearly 17yr old son and he wouldn’t and didn’t think to get me anything off of his own back either. But my husband reminded him and took both our boys out to buy cards because, why wouldn’t he?! Why is this small amount of effort for the mother of your kids considered so entirely uncalled for? I do it for my husband for Fathers Day because I want him to feel loved. It’s not a big ask is it? A card and a greeting.
Honey, you deserve so much better. Your daughter deserves so much better than what you've were given as a child. Of course, he looks reasonably good to you — us children of abuse have never known what and how we deserve to be treated.
Reach out to resources in your community for therapy, housing, and get out of there. I also suggest going no contact with your family when you can — they aren't doing you any good and are warping your views of what you deserve.
As a mother of three I would much rather have to take care of a baby once more and the kids I already have than deal with that lazy bum. No thank you.
