The way I see it is. If you love the person or deeply care for them body art or modifications shouldn’t matter. I can kind of understand your concern about dermal piercing if they go bad it can go very bad and cause a lot of issues and pain.
However the tattoo thing honestly shouldn’t matter if you love the person, because you love them for who they are not what their body art is. It seems to be a self expression thing for her. You are essentially telling her to not express herself and that’s not ok.

I'd follow the top comment, OP. It is entirely okay to be uncomfortable with a behavior that she is performing. The moment it hits a level of insecurity that is unacceptable is when you start telling her what she can and can't do.
Discuss the fact that cuddling is something you consider intimate, and not platonic/normal and see if you guys can come to a compromise.
If there's no way to compromise/make you both happy, you may have to re-evaluate your relationship and who you want to be with.
