You should tell her parents that you are going to break up with her and are worried that she may try to harm herself. Tell them exactly when you are planning to do this.
The where is more tricky. Maybe you should go round to see her and go to her bedroom for privacy when her parents are at home so they are there all the time. If you break up when you are out somewhere she could run off and do something stupid.

It’s going to be a hard conversation but you should try and be unemotional and factual. Don’t get tied up in dramatics or let yourself be persuaded to stay with her.
