If you were straightforward with him and told him that you wanted more hugs, kisses, cuddles, rubbing on your back (etc.) and he's just not doing it, I think it's more than he doesn't quite care.
But what you can do is try talking to him again. Tell him you feel unloved. You want more kisses, cuddles, etc and see how he takes it. His response to that will be quite telling. If he gets it then and starts improving the relationship then great.
But if he still doesn't understand and do anything to help you, but instead withdraw even more from you then sorry, I don't think he's the one for you.
