I can understand you so well. It isn't just the financial side. But does he know how much time he will need to spend in opening a business especially a store? He will be gone from early morning till late night. 6 days/week. There will be no time for family. And does he even know something about owning a business or accounting? Does he know what will expect him and did he made a business plan?

So often people dream of their on business. They want to be their own boss. But they doesn't know how much you need to prepare yourself for this step, how much knowledge you need for “behind the scene” and how much time and stress it actually take, especially in the beginning when nobody knows you. Most people start their business as a part-time and still work, till they can life from it full-time. Or they save long enough to last at least 18-24 months. That your husband doesn't want to do nothing of this, seems like he chase a dream. He also doesn't seem to care what business he opens.
Is he open to talk with someone about his plans? Can you get an appointment who is specialized in opening business? I'm not from the US so i don't who does this there. Ask him if you both can go there so that you feel better about his plan. At best he recognize it is a bad idea or you see it is actually not so bad.
