I agree that OP's dad is absolutely allowed to date again, the way he broke this to OP was honestly really fucking horrible. Blindsiding someone like that is never ever the right way to do something. Did he think her boyfriend had told her? Because I think what he did here is kind of worse – he's her partner and he has a responsibility to her not her dad.
Honestly I do think this is a therapy type issue.
