Well, cheating or not (and I would never be so quick to dismiss that possibility), she's doing something you don't like and she won't engage you about it. This isn't how partnerships are supposed to work. She's only 23, but if she's completely disregarding how you feel, then that's bad.
Have a conversation with her and tell her how you feel. Hopefully she responds with kindness and empathy and understanding. If not, then it's possible she's checked out of the marriage. Are her friends a bad influence on her? When my ex started cheating again a couple of her friends were rooting her on, not telling her to wake up.
