Housing someone cost way more than 15€ per month, beyond the electricity and water consumption, a whole other person worth of wear on all your appliances and furniture. He's sparing money on your back.
It's a bit like arguing you don't have to split the gas bill when you're car pooling because “the driver was going at the same destination anyway”. No, you didn't have to use your own gas, plus saved on wearing down your own car, so it's normal you compensate the driver accordingly.
If you talk to him and he really doesn't want to pay, then maybe you should switch places every month or so? Get him to pay for the utilities with your rent of 30€/month (you + your daughter).
I have TMJ as well, though it honestly sounds like a much milder case than yours. The longest my jaw has ever locked up for was a couple days, once or twice; it is mostly just a clicking sound that I deal with and I don't really need to avoid too much. I also use a guard at night to avoid absolutely destroying my teeth with grinding.
The only thing I have ever considered checking out is something my coworker did: they got their jaw slowly worked into place with a series of splints with a specialist doctor. Not invasive, but takes a while, and not as expensive as surgery.
It's worth checking out when you do get insurance. But I don't think it's necessary if you can treat with avoidance of triggers and night guard.
