There could honestly be a bunch of reasons why he's hesitatant to go forth.
The two possibilities that really jumped out at me are, (1) He has a past trauma that he's unwilling or unable to disclose to you, and that trauma is having a lingering effect on his mentality around sex, or (2) It is in some way connected to where he is on the spectrum (i.e. perhaps a sensory issue).
Regardless of what is causing his hesitation, whether it be either of these factors or something else entirely, it sounds like you may have tried all you can. You've attempted communication, and I assume (or hope?) that you've attempted it multiple times and with kindness/patience.
Now, I think all you can do is gently explain that sex something you need in a relationship, but that you also don't want to push him. You could suggest he speak to a therapist, if you're willing to wait for him to work out any issues he might have (sounds like you are). But all you can really do is keep the lines of communication open and honest, and hope something comes out of it. If nothing does come out of it, then you might just need to accept that you want different things and move on.
